Item 3.3 on the city council’s January 14, 2014 consent agenda asks for an additional $178,000 for an affordable housing development project.
Council awarded the contract in November of 2012. They now think that they will be ready to bid the project in the first quarter of 2014. The original amount was $812,000.
According to the backup material:
“Delays in City plan approval have resulted in additional time and costs for the Architect and Engineer.”
I guess city staff was busy with other matters.

It would be nice if they took the time to explain the cause of the delays and the specific ways in which those delays caused a 20% increase in what is basically fees. It is hard to believe that delays, in essence doing the work at a later date, increased the actual time spent on the project, especially when the project is not yet in the construction phase. Maybe architects and engineers get paid for waiting, unlike taxpayers who are still waiting for a lot of things to be done.

I observed the city engaging a contractor and then putting it in a holding pattern for months while the city got its ducks in a row (for a microwave network). I can’t imagine how f****d up it is in Engineering.
