Trouble is here.
EPISD went out to bids for construction manager at risk contracts for Burges, Coronado, and Jefferson high schools.
Maybe the district did not like the amounts that were bid or they didn’t like the bidders. Then again maybe they did not follow the rules and were caught. If you watch the video of the board meeting where you did this you won’t learn why.
It looks like this is going to get messy.

Well maybe just a “timing” thing? All the “Friends and family” of EPISD Management didn’t get their HIGHER bids in on time??

What I don’t like is the blank impact statement. It kind of screams, “didn’t do the homework,” prior to making the decision. But hey, it’s only money–they can just raise property taxes again if they run out–after all it’s for the children’s 21st century learning environment. It’s all good, El Paso.

Totally agree. Every item that has to do with the impact, financial or otherwise, simply has a N/A. That’s the kind of heady analysis and accountability you get when you only pay the superintendent hundreds of thousand dollars a year. If you couple this decision with other related comments attributed to Cabrera, it seems like this contract ($$$$$$) will eventually be directed to a local party with ties to Cabrera and the board.

EPISD’s handling of bids sparks questions
In brief:
1. Paul Foster’s company Jordan-Foster did not win any of the bids, so now the usual suspects are screaming for a do over.
2. The Chamber of Commerce (i.e. Richard Dayoub) is mad because they did not get to rig the bid evaluation committee with their picks.
They had asked that Ted Houghton along with another person picked by the chamber be added to the bid evaluation committee.
Dayoub and Houghton wondered why a school principal should have a vote.
“Where is the expertise of a principal in overseeing an evaluation of proposals for spending millions of dollars?” Dayoub asked. “They don’t have any.

Apparently they were fine with the historically incompetent financial skills of fuzzy math lady Arrieta Candelaria and former CIty Engineer Irene Ramirez (now EPISD Director of Facilities) on the bid evaluation committee.
Odd how many former city employees with a dubious performance history are now in director positions in control of EPISD.
“Best value” bid is how they use to steer bids during the Wilson/Cook years at the City by crafting the bid to favor certain people over others to insure the “right contractor” wins.

What I read out of it is that local taxpayers will now pay more to hire a local company. Personally, I’d rather see this go to the lowest bidder instead of the old boy network that is already robbing us blind. But hey, the whole point of this bond issue (and all the other unnecessary stuff we are building) is to enrich the local good old boy network.
