Aren’t we nice?

Item 3.2 on the Tuesday, December 11, 2018 city council consent agenda reads:

A Resolution that the City Manager is hereby authorized to sign, on behalf of the City of El Paso, a lease with the Government of the Country of El Salvador for the lease of 400 W. San Antonio, Suite B, El Paso, Texas 79902, for a two-year term, at a rental amount of five hundred dollars ($500.00) per month, with one two-year term extension option subject to a five percent (5%) increase in rent.

The background material contains this:

The rental rate is below market-rate, however, authorized through the determination by the City that the lease benefits the City by serving the public purpose of providing consulate services to the residents of the City; fostering the City of El Paso’s relationship with the Government of El Salvador; and growing the City of El Paso’s international visibility.

What public benefit?

To the caravans?

    just more evidence that local elected officials have priority for virtue signaling and anything else but the citizens of el paso. we are literally last on their mind until time to collect taxes

    El Salvador wants to have a Consulate here? Wow. Gee, I’d say that might be considered a sign of a real city! That actually could be one of the many things we lack that other real cities have! International recognition can’t be such a bad thing. And, here Brutus and Anonymous want to denigrate this possibility because of what, exactly? Aren’t y’all being just a tad ethnocentric or exclusive or something else that might be construed as negative?

    A “Benefit” to the caravans, Illegals. So that the Democrat politicians in the Sanctuary City of El Paso can support El Salvadoran Government Officials in SMUGGLING Illegals into the country and establishing a Government “Safe House” for the Illegals in El Paso. If their is NOT an El Salvadoran Consul already in El Paso, the CITY Manager, Mayor, City Council don’t have the AUTHORITY to establish one. Only the U.S. State Department APPROVES, allows that.

      No wonder you choose to remain ‘anonymous’! Have you any proof of your wild allegations? You think that the mere presence of a foreign consulate in our city is the same thing as providing a “Government ‘Safe House?’ Really?! Please tell us how that works. I’m sure that U. S. Consulates worldwide would be interested in your take on their purpose. What makes you think that the U. S. Department of State has anything to do with foreign government consulates within our borders?

        And who do you think monitors, controls FOREIGN Diplomats, Embassies, Consulates WITHIN the U.S.A.? The Mayor of El Taxo, Silly Council, Tommy Gonzales?? 🙂 All the other Foreign Embassies, Consulates around the country, the world are NOT on the Mexican Border, in a Sanctuary City where SMUGGLING, trafficing of Illegals is a matter of EVERYDAY life.

          First of all it is responsible for its own fellow- citizens, living or travelling in the host country. The most important duties of a consulate are:
          to establish and renew passports and other official documents
          to report Births, Deaths, Marriages, Divorces, Adoptions etc. happened in the host country to the competent authorities home.
          to inform its own citizens living abroad about the social security situation
          To handle the military formalities and control for its own citizens liable to military service.
          To help its own citizens in distress or other emergency situations.
          To look after its own citizens in detention or arrest and to watch over the rule of law and fair trials.
          To establish entry visas to foreign citizens and to inform them about immigration-, residence- and work permits.
          Meanwhile, please tell us where you got the information that our State Department, which is charged with promoting the U. S. outside the U. S., monitors and controls “FOREIGN Diplomats, Embassies, Consulates WITHIN the U.S.A.?”

            John, connect the dots. Tornillo detention center drives the need for an El Salvador consulate harassing US attempts to expeditiously return a mob of folks falsely claiming amnesty to game our system. Mexico dumped its poor and hard to employ on us the same way under Fox. Remittances soared. Bankers in Mexico tacked on fees and made tons of money. Apparently, El Salvador wants to get in on that strategy and is now putting in a consulate to ensure “rights” of its future remittance senders.

    Help me understand. The city is leasing space at market rates from Paul Foster for the economic development offices. They are buying a building and renovating it for bathrooms to the tune of $1.4 million for the plaza. How exactly is it that they have vacant property they feel they can lease at below market rates to anyone? If El Salvador was paying market rates, I’d be good with it. I’d also be good with the city occupying the space they own instead of continually tying down more at taxpayer expense.

    I agree that this is a bad deal. Anytime the City of El Paso mentions the word “partnership,” it’s a bad deal for taxpayers and a good deal for someone else. But unless you know something you’re not sharing, tying this to the caravans is a dog whistle. If you’re going to speculate that it is intended to help the caravans, explain how you think it’s going to help the caravans.

      What is the business reason for El Salvador to establish a consulate here otherwise? The main reason you put in a consulate is to help your own citizens conduct business or to support the issuance of documentation to folks wishing to do business in your country. Do we have a mob of El Paso businesses suddenly needing document processing to support their transit and investments in El Salvador? If it looks like a duck, walks like a duck and quacks like a duck it is probably a duck.

    We’re going to get an increase in the number of people from El Salvador living in El Paso. Trump can waste his time and our money trying to stop it, but he is just wasting time. Since they’re going to be here, it’s sensible for the government of El Salvador to have a consulate here.
