City code of conduct

The Monday, June 10, 2019 agenda for the special city council meeting has this item on it:

Discussion and action on a Resolution to approve a Code of Conduct for Elected Officials.

    I cannot believe that the mayor used the Bible to try to justify this new code of conduct. This is what he told the Times.

    “I specifically said at the first meeting (as mayor), that we were going to comport ourselves as it says Biblically in the golden rule that you will treat others as you would want to be treated.”

    He would be livid if he were treated as smugly and disrespectfully as he is treating the general public.

    El Paso, like most cities, already had an ethics policy. I challenge you to find another city that has a separate code of conduct that codifies the kind of things found in the City’s new Code of Conduct. It is going to get harder and harder to know the truth about what goes on at City Hall and in the back rooms.

    This new policy is ten pages long, but in no way addresses conduct regarding their conduct in their dealings with or on behalf of taxpayers. It espouses “Integrity, Respect, Excellence, Accountability” while codifying conduct that is partly designed to eliminate dissent and reduce transparency. All they have to do is deem something to be confidential and if a council member discusses that openly, they are subject to criminal prosecution. This code looks like it is designed to “circle the wagons” and prevent members of city council from speaking out and speaking their mind. So, now one council rep cannot even make a negative comment about the positions or actions of other members of council. But it is okay for the mayor and members of council to make derogatory comments about people who oppose city decisions or actions.

    Why has the City made it impossible to download PDF’s of the these kinds of documents? It wasn’t always this way. They seem to intentionally make it difficult for people to obtain public documents.

    Can someone explain what Annello meant that it’s a “weaponized document”? Does this give new powers to the mayor to do something to council members? If so, I’d like to know more specifics on what new powers the mayor is being given.

    “Code of Conduct”?? Standards of Conduct should apply to ALL Public Officials that TAXPAYERS pay. Tommy Gonzalez, Juan Cabrera, County Attorney, City Attorney, District Attorney, Police Chief, SHERIFF, the Mayor, City Council, County Judge, Commissioners, etc,etc. MOST of these politicos have little to NO ETHICS, HONOR, INTEGRITY. Once they get into the job, they do whatever they want, can get away with. How do people who are SUPPOSED to “Represent” US, have closed door, secret, hidden meetings?? City Council, the Mayor planning a war, disaster, BANKRUPTCY, hiding corruption, wrong doing?? THEY work for US. They lie, deny, deceive, hide, cover up, waste, tax, spend, tax some more.. Would any private, public business employee get away with THIS conduct?? Would a Cop, a Deputy on the street get away with this conduct? STANDARDS of Conduct for politicians, ELITE Public Officials paid by US.
