The city enters into “380 agreements” with various companies in order to incent a company to add more employees or move an operation into El Paso.
The city’s internal auditor wrote this about his findings related to “380 agreements”.
Note that even though the companies failed to do what they promised they still got paid.

Sure I understand our free market system. Things are free for a handful of chosen businesses because the rest of us are paying for their tax breaks and subsidies. The ballpark and the new Hunt Weststar Tower are perfect examples. The City of El Paso is picking winners.

All the business owners that have worked hard to help build El Paso and that pay their full share of taxes should go to war with the city and county. People who have done the right thing, but are part of the club are getting f****d. The only winners are members of the club and the carpetbaggers.

Which businesses filed packets knowing they did not qualify for the incentives?
Who on city staff processed the requests?
Who checked their work?
Who approved the checks?
Has anyone been fired?
Have the businesses sent checks to cover unearned incentives?
Why is the city manager not being held accountable?
