I’ve been wondering about us having a chief performance officer at the city.
Is the San Jacinto Plaza disaster something where we should expect performance?
Maybe a reader can explain to us what our chief performance officer is supposed to do.

Great question, this. According to her page at the City’s web site, she has all kinds of experience and qualifications, but I cannot find anything like a job description to tell us what it is that she is supposed to actually do for the City! I do see that Parks and Rec come directly under the City Manager, though, by following a link from her page to City’s organizational structure.

I believe she’s the one who gives out little gold stars to the employees when they’re good boys and girls by making the CM or her look good. Unfortunately, we haven’t seen any fortunate recipients since she’s been on board. .

Based on a meeting I attended where she spoke, she is in charge of creating the implementing document for the new city strategic goals. Each goal will have incredibly detailed objectives, actions, etc – the usual management speak. It will no doubt be multi-volume and each city staff ,member will spend all their time documenting in writing every week how they are implementing this new strategic plan rather than getting any real work done. Someone should research the last city where the city manager worked to see how that played out there. Maybe she will have an explanation for why selling alcoholic beverages – whether at a bar or some type of store – comes within the Visual goal.

The position looks as though it was created so that the new city manager could hire a friend and ally from his days in Irving. Her lengthy self-aggrandizing bio page on the city website is designed to promote her consulting and speaking business which she is still allowed to do.
Once again, El Paso is being used as a platform for people to promote themselves, not serve the taxpayers. I get the feeling that she and the city manager are already trying to position themselves for their next opportunities. Her family reportedly didn’t move here with her and I think her contract gives us the privilege of paying for her to travel back to D/FW.

If that is true (about the perks she is receiving), then that is the fault of the City Attorney’s Office and Council.
