The case is being handled by the El Paso police department’s special investigation group.

Truth? You can’t handle the truth! I live in an area that has big houses with walls, and those palaces and gated communities have to be guarded by trees and women like me and Courtney. Who’s gonna do it? You? You, Brutus? I have a greater responsibility than you can possibly fathom. You weep for that city employee who dared to try to trim my tree and you curse the city council. You have that luxury. You have the luxury of not knowing what I know, that my untrimmed tree and my dressing down of that city employee probably saved other trees. That special interests need me and value me. And my existence, while grotesque and incomprehensible to you, is important to the special interests I represent! You don’t want the truth, because deep down in places you don’t talk about at bars, certain people, the right people, the only people whose opinions matter, want me on the walls of these gated communities. They want me in the luxury suites at the new ballpark. They want me on council. They need me on that council. We use words like “integrity” and “transparency”. Some of us use these words as a cover for a life spent defending special interests. Unfortunately for you, you use them as more than just a punchline. Sadly, you really believe in those things. I have neither the time nor the inclination to explain myself to you people who drive the city streets and use the city services that I provide, and then question the manner in which I provide them! I would rather you just said “thank you”, and went on your way. And I dare you pick up a saw and try to trim my tree yourself. Either way, I don’t give a damn what you and all the crazies think! Go, Chihuahuas!
