I submitted this question to the mayor on Wednesday, December 11 using the city’s mechanism on their web site.
Would you please have someone point me to the law that allows the special election to be held as late as July?
The Texas Constitution at Article 11, section 11b seems to require that the election be held within 120 days of when the representative made his announcement.

Amazon billionaire Jeff Bezos makes his e-mail address public as did Steve Jobs. When dealing with our local leaders, we have to submit a form on a website. For the doubters, it’s a matter of public record that Bezos and Jobs surprised people with e-mail responses and phone calls.

As presented by the city attorney to the city council last week, Sec. 41.0011 of the Texas Election Code gives the governor the right to approve a different date for a special election if he or she determines an “emergency” exists. He used this same power to approve a non-standard date for the city’s recall election (that was then never held). Attorney general opinions regarding the matter note that no real penalty exists if cities “violate” the constitutional requirement, however.
