A driving point from a reader

One of our readers asked that  we write a post about a common driving problem.

Her concern is the number of people who zip over in front of an 18 wheeler denying the truck the space it requires to stop safely.

To add insult to injury it is the driver of the truck that will get a ticket if the truck cannot be stopped quickly and a collision occurs.

The reader asked that we remind everyone that it can take a long time for a truck to stop.

Common courtesy should enter into the discussion also.

Blind man’s bluff

The El Paso Independent School District (EPISD) says that they want community input before they decide what to do about the physical condition of our schools.  They have posted a survey on their web site and tell us:

“This questionnaire will gather input from the community on district-wide facility related challenges, gauge the perceived effectiveness of possible corrective actions, and be used by the Steering Committee to develop recommendations that will then be presented to the Superintendent.”

The first page of the questionnaire looks like this:

We are evidently supposed to answer the questions after reading a worksheet.  No such worksheet is available on the web site at the time of this writing as far as I can tell.

I’m having difficulty here.  I cannot decide whether to record strong support for option one or for option two.

What are your thoughts?

Yet another tax increase coming

Well they’ve started.  Remember in 100 year storm, 250 year storm, do I hear 500 years? we talked about the recent rains and some city officials telling us that we had just had a 250 year storm.

They needed to go to 250 years because they had already told us that we had experienced a 100 year storm as part of their justification for the storm water fee that we are paying.

After the 2006 storms the city transferred the costs of managing the water out of the city’s general fund over to our water utility.  In the process they hit us with a double whammy.  A new charge of nearly $3 per month for residential users was instituted and as part two of the double whammy they did not reduce our city taxes.  The charge for businesses turned out to be much higher with some businesses paying thousands of dollars each year.

These charges used to be part of the city budget.  Now they are charged to us through our water bills.  They are nothing other  than a tax.

Of the $16 million that they collect for storm water each year only $3.9 million is spent on maintenance.  Another $1.7  is spent on general and administrative expenses.  The utility allocates $1.3  million to “indirect expenses” each year.  In other words they are charging us $3.0 million most of which probably goes to the city or to cover internal expenses.  Remember that the city got to reduce their general fund spending at the same time.

The water utility made a presentation at city council Tuesday, October 7, 2014.  They are now telling us that they do not have enough money and will need to increase the charge.  Their target was  just short of another $2 per month per residence.  They have to go through a public hearing process first.

Now one month later we hear that they want to increase their charge 8% every year for the foreseeable future.

Fungus springing up on the freeway

Some business visitors that came in from out of town last week pushed me over the edge regarding the objects that have been placed on I-10 near the airport exit.

We are told that those things are art.

Not being a qualified art critic, I have chosen to remain silent about them.

The out of town visitors were amused at our folly.  They said that the objects were “ridiculous” and “ugly”.  One commented that El Paso must have a lot of money if it can spend it on things like that.

Of the locals I have spoken with I have not found a single person who liked what they saw.

Someone told me once that art is neither good nor bad — that the purpose is to evoke emotion in the viewer.  That seems to me to be a platitude justifying failure.

However, if evoking emotion is the goal of art then these pieces are successful.

The 11th hour of the 11th day of the 11th month

Today we pause to recognize the sacrifices of our veterans.

I heard something like this the other day:  “We are the land of the free because of the brave”.

Take the time to recognize the veterans in your life.  My favorite one is 90 years old.
