Are there automobile accident investigation methods that allow normal traffic to resume more quickly than the ones used by the El Paso police department?
We can understand the need to gather facts but the impact on the public should be considered also.

I have posted. . . .many years ago. . . on various blogs including the El Paso Times (when they allowed comments on their articles) that the police responding to accidents / wrecks/ carry digital cameras and take up to 100 photos including the camera on a stick so they get some high shots, maybe 8-9 feet up once the scene is secure and the victims are checked and stabilized. Then the roadway can be cleared.
(Of course, blogs are not read by those in power or they pretend NOT TO.) Seems like once the management of the city if OFF WORK, after 5pm or whatever. . . . there is no more fact-finding or discovery that would help the city and its citizens.
No notes taken. No one learns anything. Just brain dead.
And back to having liquored up drinks up on Doniphan and N. Mesa with their money backers.
Taking digital photos costs NOTHING these days.
Saves a lot of pencil drawings by the cop and he doesn’t have to remember as much when back at the office filling reports.
The insurance company(s) could request that file/ photos when the victims start suing each other.
It would answer a LOT of questions. Who had license plates on front and back. Who had registration stickers. Position of the vehicles in the street. Any noticeable skid marks on the street, etc.
And the visible condition of the subjects.

Part Two – these events such as the disaster on Mesa Street September 14 apparently don’t affect the powerful. Now if Joyce Wilson had been caught in the shutdown we might be seeing some change….as it is now, They Don’t Care.

Is it possible that Chief Allen is being targeted for following city 🌃 policy and procedures? I am almost sure he isn’t making up the rules. Do Traffic and legal need to work with City State PD and possibly MO from Ft Bliss to come up with better procedures . Chief Allen is only following City Policy and Procedures. He deserves better

Chief Allen is part of the problem. He has publicly stated that one reason for the length of time for the traffic investigations is that he is short of officers and equipment. In other words, inconvenience the public to the point that they say “uncle.”
I feel certain that someone, somewhere has figured out a way to cut the traffic investigation time in half. A mayor, with any sense of leadership, would have pressed the police to do so.
Five hours for that bus-pedestrian accident on Mesa is a joke. The bottom line is that the police department does not care about people tied up in traffic. They are bureaucrats and they’ll take two days to do their investigation if they want.

Regarding the statement about a mayor with a sense of leadership, don’t forget that El Paso, with forethought, abandoned the strong Mayor form of government under Cook, so that we could waste untold millions on a City Manager form of government. IOW, we do not and cannot have a Mayor with any sense of leadership. (We gave that away with the farm).

You are “almost sure,” but then you assert flatly that he is only following City Policy and Procedures, and essentially is being targeted. Would you kindly provide some specifics of the City Policy and Procedures that call for the kind of extended (five hours) investigation of an accident that took place on Mesa Street on September 14?

Catching real criminals is difficult so several officers blocking major arteries gives them something else to do for hours

Maybe we need more Police on duty as I understand EPD is understaffed & overworked guarding I-10 construction at night.
