I have heard that schools cannot get delivery of the Times even after paying for an entire year’s subscription. There is no one in El Paso working on the subscription services (it has been outsourced to Arizona or somewhere) so what appears to have happened is that the Times has taken the school’s money yet not delivered the papers. This has happened in Socorro, Ysleta and El Paso. Maybe the MIE program should be renamed the MIA program.
