Same old song.
According to an article in the Times the other day the city’s purchasing (credit) card system has rules that are ignored on a wide-spread basis.
Seventy-seven percent of the 1,958 card transactions audited did not have a receipt in the city’s centralized files.
Ninety-two percent of travel request forms weren’t either.
The city’s internal auditor published the report and “recommended at least 10 areas where the mayor and council as well [as] the office of the city manager need to improve on the use and documentation of procurement cards” according to the Times article.
I guess that they think that rules are for citizens, not for them.
Many of us would learn the rules when dealing with public money so that we do the right thing.

“Learn the rules”? They know the rules. They simply choose not to follow them. But stop and think about just how bad it really is. For any single transaction, you have multiple people ignoring the rules. You have the person who made the purchase, their manager who had to sign off, and the accounts payable person who processed the payment. And if the city is using a third party to process T&E reports, the third party has been told it’s okay to process reimbursements without proper receipts. So, yeh, it’s wide-spread disregard.

No receipt….NO REIMBURSEMENT! What don’t you understand about that ? Is there anyone running that place ? These people are not kings n queens. It is taxpayers money. Since they can’t seem to keep track of receipts, let’s have them pay using their OWN credit cards or cash and then get reimbursed after providing required receipts

Working for the USG, there is no way that we ever got reimbursement without a receipt..more sloppy government

Is the City following the IRS accountable plan? Under this plan, employees who travel do not have to turn in receipts for meals and lodging as long as they don’t exceed the IRS per diem rates.

Every company I’ve worked for required receipts for anything over $25 and none of them opted for per diem plans because they felt actual reimbursement was better for cost control. Now that I own my own company, my CPA tells me to document every expense with a receipt because IRS audits generally focus on how well you document expenses.
