    The administration of the EPISD Salary schedule while Dr Garcia and his cronies were in charge, should leave anybody that looked at it, in disbelief as it certainly did me. Lorenzo Garcia came to the EPISD in 2006 and left in cuffs in 2011 or 5 years. This information is provided to try and answer the question of WHY NO EDUCATORS ESPECIALLY ADMINISTRATORS REPORTED ANY ILLEGAL ACTIONS before Senator Shapleigh’s whistleblowing that finally put the legal spotlight on EPISD wrongdoing
    Rules, policies, and regulations govern the administration of every school salary schedule in Texas.
    When Garcia arrived salary regulations and policies were ignored. This first list shows what happened in his first year of rule. By the way I tried to get the Auditor of Texas to check out this salary system in the EPISD and they came down and talked to me for a couple of hours but did nothing. I also tried to get the Teacher Retirement System to look into it as their funds have been hit for millions of extra dollars being paid out in Retirement benefits. And of course the EPISD taxpayers have been hit the hardest as the increase in administrator salaries has cost them millions of dollars and in fact is still costing them as many of employees that benefited from Garcia’s policies are still workiing
    I realized something was up or not on the up and up when I got an open record request for the raises of all employees of the EPISD for year 2006-2007. The data base was dated in Oct 2006 which is well past a valid database I had that had the correct information in it. Of course only the normal raise was in the open records database and none of the extra salary payments were listed. There were almost a half a million dollars of Equity raises in this information that was not in the open records information. First line is 2006-2007 and one below 2005-2006.       Y Que: But they deserved the honour after all only 16 EPISD schools failed to make the grade and became eligible to ship all or any of their students to other schools if their parents wanted to try and find one that is labelled passing. Besides, they have only had 3 years and millions of dollars spent on educational materials to improve the district. But you will have to admit that a 667 million dollar bond is worth more to education that children’s smarts.By the time it is spent there will be no accountability left in Texas anyway.

    Garcia was sentenced to 3.5 years, but served right at 2.5 years. He only paid restitution of less than $180,000, which is reportedly less than one year of his annual pension and probably less than half of his salary at the time he committed the crime. That $180,000 is less than half of what he steered to his girlfriend. And he gets to pay the restitution over 10 years free of interest. We also got to pay him for a period of time even after he was charged. I bet if he had it to do all over again, he would.

  4. And yet SOME of us taxpayers, who refused to vote for the almost BILLION$$$ slush fund Bond, don’t really have to wonder where that BILLION$$$ will go. POCKETS. There is NO public corruption in El Taxo unless the FBI investigates, prosecutes it. The “Local Authorities” have never seen it, don’t know about it, don’t want to know about it, refuse to prosecute it. The FBI is pretty much the only “Cop” we have here, to enforce the laws, root out CORRUPTION and prosecute it.. “Selective Law Enforcement”. Crime pays very, very well in El Taxo if “you” are a Public Official, Politician or drug dealer. Thank you Mr Wever for “Educating” us, informing US.

    So, Dan is an apologist for people who abandoned their principles, kept quiet, and watched kids get screwed so that they themselves could protect their own income and pensions? Those aren’t exactly role models or paragons of virtue. They were complicit and they, too, will be drawing pensions while those kids are working at McDonalds, drawing welfare, or living in prison. So, let’s not make them out to be martyrs or victims. They too committed a crime by not reporting a crime they knew was occurring.
