    It’s a shame that the people of El Paso are barely waking up to the arrogance and corruption that is happening in EPISD. This new administration has been given carte blanche to do whatever they want and when people bring up legitimate concerns they are portrayed as not a “team player”. I can only hope there are enough concerned EPISD employees and community members that will as the kids say “stay woke” and keep holding Cabrera and the Board accountable.

    • Another Lorenzo Garcia “Situation”? Sure hope that somebody, from some where besides EPISD is counting the money in the “Cash register”. The BILLION$$ slush fund that SOME people voted for, is a lot of TAXPAYER money just laying around for the taking. FBI, Texas Rangers are you listening? Because no other “Law Enforcement” Agency in El Paso will see, hear or know anything. Same as before.

        And, looks like Area Superintendent from the Norfeast was caught with pants down…fooling with subordinate… and is headed for resignation! He is also a TALAS member along with alot of El Paso superintendents and administrators: (https://www.tasanet.org/domain/330)

        Now he is doing the old QUID PRO QUO dance and offering Campaign Contributions to people in order to gain votes for his Gal Pal and Candidate for Beto’s Office, DF! He’s no superintendent! He’s an obviously politically motivated fraud that is interested in money and politics and used the EPISD to get his fill.         This superintendent is out of control and off the chain unethical. He is in violation of his contract..or at least the parts about ethics… The public should demand an official and independent investigation of all of his activities. I think they will find that he plays all sorts of games with politics, paying political favors, receiving exorbitant raises in exchange for political favors, hiring, firing and everything else he does.

        Here is the first two parts of the Texas Code of Ethics for Educators which is from the Texas Administrative Code Title 19, Part 7, Chapter 247, Rule Sec. 247.2. The BOLD and CAPITALIZED PARTS are the parts he has violated:

        EDUCATORS’ CODE OF ETHICS
        RULE §247.2 Code of Ethics and Standard Practices for Texas Educators
        ________________________________________
        Enforceable Standards.
        (1) Professional Ethical Conduct, Practices and Performance.
        (A) STANDARD 1.1. THE EDUCATOR SHALL NOT INTENTIONALLY, KNOWINGLY, OR RECKLESSLY ENGAGE IN DECEPTIVE PRACTICES REGARDING OFFICIAL POLICIES OF THE SCHOOL DISTRICT, EDUCATIONAL INSTITUTION, EDUCATOR PREPARATION PROGRAM, THE TEXAS EDUCATION AGENCY, OR THE STATE BOARD FOR EDUCATOR CERTIFICATION (SBEC) AND ITS CERTIFICATION PROCESS.
        (B) STANDARD 1.2. THE EDUCATOR SHALL NOT KNOWINGLY MISAPPROPRIATE, DIVERT, OR USE MONIES, PERSONNEL, PROPERTY, OR EQUIPMENT COMMITTED TO HIS OR HER CHARGE FOR PERSONAL GAIN OR ADVANTAGE.
        (C) Standard 1.3. The educator shall not submit fraudulent requests for reimbursement, expenses, or pay.
        (D) STANDARD 1.4. THE EDUCATOR SHALL NOT USE INSTITUTIONAL OR PROFESSIONAL PRIVILEGES FOR PERSONAL OR PARTISAN ADVANTAGE.
        (E) STANDARD 1.5. THE EDUCATOR SHALL NEITHER ACCEPT NOR OFFER GRATUITIES, GIFTS, OR FAVORS THAT IMPAIR PROFESSIONAL JUDGMENT OR TO OBTAIN SPECIAL ADVANTAGE. This standard shall not restrict the acceptance of gifts or tokens offered and accepted openly from students, parents of students, or other persons or organizations in recognition or appreciation of service.
        (F) Standard 1.6. The educator shall not falsify records, or direct or coerce others to do so.
        (G) STANDARD 1.7. THE EDUCATOR SHALL COMPLY WITH STATE REGULATIONS, WRITTEN LOCAL SCHOOL BOARD POLICIES, AND OTHER STATE AND FEDERAL LAWS.
        (H) STANDARD 1.8. THE EDUCATOR SHALL APPLY FOR, ACCEPT, OFFER, OR ASSIGN A POSITION OR A RESPONSIBILITY ON THE BASIS OF PROFESSIONAL QUALIFICATIONS.
        (I) Standard 1.9. The educator shall not make threats of violence against school district employees, school board members, students, or parents of students.
        (J) Standard 1.10. The educator shall be of good moral character and be worthy to instruct or supervise the youth of this state.
        (K) Standard 1.11. The educator shall not intentionally or knowingly misrepresent his or her employment history, criminal history, and/or disciplinary record when applying for subsequent employment.
        (L) Standard 1.12. The educator shall refrain from the illegal use or distribution of controlled substances and/or abuse of prescription drugs and toxic inhalants.
        (M) Standard 1.13. The educator shall not be under the influence of alcohol or consume alcoholic beverages on school property or during school activities when students are present.
        (N) Standard 1.14. The educator shall not assist another educator, school employee, contractor, or agent in obtaining a new job as an educator or in a school, apart from the routine transmission of administrative and personnel files, if the educator knows or has probable cause to believe that such person engaged in sexual misconduct regarding a minor or student in violation of the law.
        (2) Ethical Conduct Toward Professional Colleagues.
        (A) Standard 2.1. The educator shall not reveal confidential health or personnel information concerning colleagues unless disclosure serves lawful professional purposes or is required by law.
        (B) Standard 2.2. The educator shall not harm others by knowingly making false statements about a colleague or the school system.
        (C) STANDARD 2.3. THE EDUCATOR SHALL ADHERE TO WRITTEN LOCAL SCHOOL BOARD POLICIES AND STATE AND FEDERAL LAWS REGARDING THE HIRING, EVALUATION, AND DISMISSAL OF PERSONNEL.
        (D) STANDARD 2.4. THE EDUCATOR SHALL NOT INTERFERE WITH A COLLEAGUE’S EXERCISE OF POLITICAL, PROFESSIONAL, OR CITIZENSHIP RIGHTS AND RESPONSIBILITIES.
        (E) Standard 2.5. The educator shall not discriminate against or coerce a colleague on the basis of race, color, religion, national origin, age, gender, disability, family status, or sexual orientation.
        (F) STANDARD 2.6. THE EDUCATOR SHALL NOT USE COERCIVE MEANS OR PROMISE OF SPECIAL TREATMENT IN ORDER TO INFLUENCE PROFESSIONAL DECISIONS OR COLLEAGUES.
        (G) Standard 2.7. The educator shall not retaliate against any individual who has filed a complaint with the SBEC or who provides information for a disciplinary investigation or proceeding under this chapter.

          And I see in the Times that Cabrea is going to “Support” Lori Defenbocker in her “campaign” whatever she’s running for or FROM. Course he does have that BILLION$$$ slush fund to BUY her an election for anything. And why wouldn’t he?.             “The El Paso school district’s newest deputy superintendent resigned from leading a Corpus Christi area school district after allegations of financial mismanagement and poor attendance.

            Elizabeth Saenz joined El Paso Independent School District on May 22 as the deputy superintendent for academics and school leadership, replacing Ivonne Durant, who retired. She earns an annual salary of $167,368.

            Saenz recently worked as a consultant with EPISD, leading active learning professional development on behalf of Engage2Learn. The company’s contract with the district totals $4 million over two years.”

          It is also rumored that the founder or ceo of engage2learn was on the interview committee that hired Mrs. Saenz. Something worth looking into perhaps?

          Juan Cabrera is starting to make Lorenzo Garcia look like an angel. It’s time EPISD stops blaming their current state of conundrum on the aftermath of Dr. Garcia’s administration.

    • Because it’s like everything else the politicians, Public Officials want. THEY do nothing to support El Pasoans and El Paso BUSINESSES. THEY spend, waste, all OUR money outside of El Paso, other cities, states. For City Managers, School Superintendents, Builders, Construction Companies, Contractors, EVERYTHING, THEY take OUR money, El Pasoans TAX money and spend it some where else, any where else and much more than necessary. These people City, County, EPISD don’t have budgets like the people of El Paso. THEY don’t worry about the rent, groceries, house payment, medical. Because THEY have OUR money and it is endless. Because when THEY run out, THEY just increase taxes and take more from US. We had the experience with Lorenzo Garcia, Judges, others. WHO and where else? It is always THEM against US, El Paso, never forget that. THEY are the Society of Corruption. That’s why Texas Rangers are HERE, why Public Officials get ARRESTED, sent to prison HERE.

        • No it was Secretaries, Assistant to the Assistant, other school “Officials” who simply ignored, aided, abetted what Lorenzo Garcia was doing, because of HIS position. And local “Law Enforcement” never see, know or hear anything is going on in the “High positions” in the city. Public corruption is inherent here within the School Districts, City, County, Public Officials. It’s just “bizness” and ONLY the FBI, Texas Rangers can see, find, prosecute any of it.

            It was the district lawyer that confirmed that Tracy Rose’s “Educational materials” were sole source, when in fact they were not much more than worksheets that were downloaded off the internet.
            That led to the charge of Mail Fraud, which led to the cheating scandal.

  5. Chicos Tacos, really?? With a BILLION$$$ slush fund to blow off and a HALF-MILLION$$$ Superintendent to provide for, I seriously doubt the “Administrators” School Board at EPISD eat Chicos Tacos. IF they eat tacos, would think they would order lunch from Torchies down in Austin and have them flown in. El Paso Lawyers are El Paso BUSINESSES. With the money, OUR money that EPISD has to waste, spend, they don’t have to “settle” for no “Cheap, unqualified”, El Taxo Lawyers. Only the best that OUR money can buy for EPISD. And why not, we have the best Public Officials, Politicians in El Taxo that money can BUY.

      When I was on the board and they were having trouble with Special Education teachers and para’s haveing trouble with crossing their t’s and dotting their I’s, Mr Safi offered to train them for free. The district never did take him up on it and we continued having legal problems and guess we still do. 😦

        Dan, when you were on the Board, there was a lawyer just for Special Education that they called on regularly above Mr Safi. Also, when you were on the Board, Special Education hired out of town lawyers to come in and do in services with teachers and administrators on State regulations.
