Your reply is so well crafted and thought out, you are obviously well-educated and of much higher class than others. If you look to someone’s comments to determine how your day goes you may want to get a pet instead.
It doesn’t count as a tax but as a fee so they get away with it. I recall when rubbish collection was an urban service like police and fire, not separately levied. Then again, I also recall when trains were pulled by steam engines 🙂
Call it whatever you like, it’s an increase in the cost of living in El Paso and people aren’t seeing much in return for all the increases in recent years.

So, that’s a 23.2% increase, about 14 times the rate of inflation.
Are they going to give a 23% wage increase to the laborers doing the work?
