The 2016 financial audit for EPISD has not been published yet. Their fiscal year ended June 30, 2016 and it is reasonable to think that it will be a few weeks before it is published.
We do have the 2015 audit. Remember that in 2007 the voters approved a $230 million bond issuance. Among the projects that were approved was a new $49 million high school in northeast El Paso. Subsequent school boards have decided not to build the high school and are spending the money on other projects.
The 2015 audit includes numbers for showing the bond balance eight years after the bonds were approved. From the audit:
The 2008 Bond Capital Projects fund balance is $73.2 million and includes expenditures of $11.5 million at June 30, 2015.
Treble trouble
Even though they have not spent all of the money that they got in 2007 they are now asking us to approve another $670 million for more construction. That is almost three times as much money as they were given in 2007 and have not been able to manage yet.
A future school board might have to work overtime to figure out how to spend the last of the $670 million a few years from now after their historically wrong projections have to be adjusted.

the Northeast high school was never built because the number of troops, I believe it was supposed to be well over 15,000, that the Dep’t of Defense said were going to come to El Paso as part of a RIF, never materialized. If the district HAD built the high school, it now would be half empty and people would be saying the district wasted it’s funds.

Then what’s the excuse for not building the Andress Fine Arts Center? Funds are there…. no FineArts Centerfor another year…even Irvin construction has stopped. Yet I drive by Chapin on my way to the NE to work and see another new building built as they built a fieldhouse. And, after that project just finished, there is money to begin rebuilding Jefferson gym? Even though Jefferson gym is part of the bond? And build at Bowie? That was I believe approved this August by the noard. Cmon… stop screwing the NE under the guise of empty future promises when the present shows you are choosing to spend money on other projects. That excuse from EPISD is not believable any more. What do they say… proof is in the pudding? I’d say proof is Jefferson and Bowie and all the other projects occurring right now and the ones finished. They show your true priorities and equity doesn’t appear to be one of them.

Why oh why does El Paso have so many money grubbing school districts, all with a plethora of over paid administrators whose only job is to extract money from the taxpayers to squander on their inflated salaries? Sort of like having a city and a county government which both do the same thing.
