If a commercial or industrial firm was considering opening a facility in El Paso and the managers/owners did not want to move to El Paso they would probably rent apartments.
El Paso had the second highest property tax rate applied to apartments of the 50 largest cities in the United States during 2018.
Those property taxes get passed through to the renters.
For those who cannot afford to buy a house that means high taxes. For those that want to continue to live out of town but need a place to stay while they are here it means high taxes.

Also, people who rent apartments aren’t eligible for the homestead tax exemption that people who own their own house are. So there’s that.

The only way El Pasoan’s are combating the high property taxes, and are not 65 yet, they are putting the home in Grandma’s name to get the 20-25% senior discount, plus being able to pay quarterly, instead of all at once before Jan. 31.

Putting the house in grandma‘s name when grandma isn’t around isn’t prosecuted, my neighbor got away with it for 10 years after their grandma died. CAD doesn’t check death certificates or do more than look one year back, if they catch it being done.

Actually, NM doesn’t work if you have an executive income, because of their high state income tax.

My daddy once told me not to complain unless I had a solution. That was about 50 years ago. That is pretty good advice even to this day.

Here’s the solution then. Put the quality of life bond issue back up to a vote before starting any new major projects since voters were actually lied to about the cost and tax impact of the projects. Let them decide if the unbilled projects should be built knowing that certificates of obligation are part of the mix and that operating costs will also increase their tax bill.

There is a bigger reason why a lot of highly paid carpetbaggers lease apartments or homes instead of buying homes. It’s not the taxes. With what they are being paid, they can afford the taxes. The fact is that they are only here for the gold rush. They do not like El Paso, do not want to be in El Paso, and have no intention of staying here.

Imagine a CEO or business owner sitting across from the city manager listening to his pitch about the quality of life in El Paso, about the med school and great health care in El Paso, etc., etc., only to find out later that taxpayers are forced to pick up the tab for that city manager to fly back to Dallas for doctor appointments (assuming the doctor appointment thing isn’t just a red herring). Does the city manager’s family even live here?
