Here’s another example of government using words that don’t mean what they say:

    It’s pretty simple, actually. Regarding the previously issued Interim PPP rules, these would be the final versions. The PPP program is largely completed. Do you suggest that they spend the next few months codifying a final set of non-interim rules for a program of which the rules are essentially complete?
