What law?

From what we can see our local central appraisal district is the only local government that obeys this Texas law:

GOVERNMENT CODE

TITLE 10. GENERAL GOVERNMENT

SUBTITLE F. STATE AND LOCAL CONTRACTS AND FUND MANAGEMENT

CHAPTER 2265. REQUIRED PUBLICATION AND REPORTING BY GOVERNMENTAL ENTITIES

Sec. 2265.001. RECORDING AND REPORTING OF ELECTRICITY, WATER, AND NATURAL GAS CONSUMPTION.  (a) In this section, “governmental entity” means:

(1) a board, commission, or department of the state or a political subdivision of the state, including a municipality, a county, or any kind of district; or

(2) an institution of higher education as defined by Section 61.003, Education Code.

(b) Notwithstanding any other law, a governmental entity responsible for payments for electric, water, or natural gas utility services shall record in an electronic repository the governmental entity’s metered amount of electricity, water, or natural gas consumed for which it is responsible to pay and the aggregate costs for those utility services. The governmental entity shall report the recorded information on a publicly accessible Internet website with an interface designed for ease of navigation if available, or at another publicly accessible location.

Running business out of town

I was saddened to hear yet another El Paso businessperson say last week that he was considering leaving town and moving elsewhere in Texas.

Evidently after recently having gone through a process that led to new regulations from the city (that control his industry) he had just learned that the city was starting a new effort to impose more regulations.

EPISD grievance

One of the fights over at EPISD seems to be heating up.

Recently one of the board members called for the resignation of the superintendent in a public meeting.

Now the superintendent has filed a grievance complaint against that board member.

It certainly appears that they are not getting along.

The board member wants the complaint to be made available for public review.  The superintendent says that releasing the grievance would “constitute a clearly unwarranted invasion of personal privacy.”

The board member in question used to be a city representative.  The district central office staff now includes people who were formerly city employees that appear to be aligned with the board member.

The plot thickens.

Someone asked the other day how many attorneys the city has on its staff.

From the 2018 budget:

If we read this chart correctly the number is at least 23.

That does not count the outside law firms that they hire.

Who do they think they are kidding?

Elrichboy over at elchuqueno.com recently wrote that he heard the city is posting videos of their special city council meetings on the city website.

Not really.

Take a look at what they have posted.

Part of what makes the meetings special is that they are held in a special room away from the public and the videos are seldom published.
