Should they really be spending time on the Paris Climate Accord?

If you go to the city’s website and enter “Quality of Life” in the search box you will get this graphic:
We approved the $450 million in bonds in 2012 and as of June 25, 2017 the city is telling us that they have completed $28 million in projects.
The situation tells us a lot about how poorly conceived and planned the bond issue was. Since then a new city manager and elected officials have inherited the mess.

Since we have a new mayor and will soon have five new members of city council (out of eight) let us again ask that tell us what the cost of operating the proposed multipurpose performing arts center will be. The report should also tell us what income the center will generate.
The fight seems to be focused on where the facility will be.
It seems to us that before we start to build it that we should know if we can afford to operate it.

An alert reader tipped us off the other day regarding the lack of work at the new westside pool.
It seems that construction activity has virtually come to a halt. The reader indicated that it has been that way for a couple of weeks.
