Tips to keep your bins from

blowing over or away on windy days

 

El Paso, Texas – Keep your recycling and trash bins from blowing over or away on windy days by following these simple tips from the City’s Environmental Services Department:

 

  • Wait until your next regularly scheduled pick-up day to place your blue recycling bin out for collection. Materials placed inside recycling bins are not bagged, which makes it easy for them to scatter all over the street if strong winds tip over the bins.
  • Avoid putting recycling bins out to the curb, if the bins are not full.
  • If possible, keep garbage and recycling bins secure until pick-up.
  • Haul trash and recycling bins away from the curb as soon as they are emptied to keep them from being blown onto the roadways.
  • If your bins are missing on windy days, try locating them in your neighborhood before reporting them missing. Strong winds often blow bins down the street, especially on streets with slopes.

Garbage placed in gray bins is not likely to blow away on windy days if knocked out of the container because garbage should always be bagged.

Surprising negotiation

Recently the EPISD board gave their superintendent a 5 year contract extension.

The superintendent did not have a necessary certification when he was hired and his contract required him to gain the certification.  According to the EPISD web site he has done so.

The superintendent did not ask for a raise in his recent contract discussions.

That is a really good sign.

Another sign of the lack of management talent at the city is the way the taxi cab vs. uber conflict is being handled.

The head of the city’s library system also heads the committee to draft the proposed ordinance.

We have a librarian doing the heavy lifting here.  The chief performance officer must be busy doing something else.

Both mean spirited and illegal

Another example of how little our elected officials know about the laws that govern them is item 16.2 on the Tuesday, March 8, 2016 city council agenda.  It reads:

Discussion and action regarding open records requests released to person(s) and/or petitioner(s) convicted of a felony and/or misdemeanor of a Crime of Moral Turpitude.

Just talkin ya know

The agenda item does not indicate that someone wants to consider denying public information act (open records) requests to these people.  The city representative responsible for placing the item on the agenda has probably been told that council cannot deny requests to those people unless they are still in the lockup.

We will probably hear some kind of mumbo/jumbo from the representative that explains that it was not her intention to break any state laws.  She probably will say that she just wanted to discuss the issue for the fun of it.

Maybe next we will see council trying to suspend the laws of gravity.

Maybe we should make passing a civics test a requirement to taking office.
