The EPISD board held a special meeting on Wednesday, September 28, 2016.

This was the agenda item:

2. Meeting to be Closed under Section 551.071 of the Texas Government Code as follows:

EPISD bonds–election signs in front of the schools

Our Texas constitution contains this statement:

[T]he Legislature shall have no power to authorize any county, city, town or other political corporation or subdivision of the State to lend its credit or to grant public money or thing of value in aid of, or to any individual, association or corporation whatsoever.

Is that land that our public schools are on a thing of value?

Has the separate organization that is promoting the bond issue paid the district for use of the land?

A new tax to counteract gravity

The local government press agency (AKA El Paso Times) floated a trial balloon the other day.

It seems that some of our county officials are thinking about railing against mother nature and using that as an excuse to raise taxes and increase the size of county government.

The article told us that some county people want to tax us with a stormwater fee.   The immediate problem is that they have no authority to do so.  Their solution is to ask the state legislature to allow the county to assess the fee.

As long as we have the mountain rain water runoff will be a problem.  No amount of money can fix it.

Then again that’s not why they want the money.

EPISD bonds–legislative lecture

Three of our local state legislators recently came out in support of the EPISD bond issue.  Our state senator was quoted in a Times article this way:

“We can’t count on, we can’t rely on, the state of Texas to help us.”

Not considered

What we did not hear from them is “We will work hard to get the legislature to more fairly fund our local schools”.

It is evidently easier to lecture the voters than it is to represent them.

Spend more

Their solution to the local school finance problem involves taking more money out of our pockets.

Many of us would suggest that the district do a better job of managing its expenses.

It is clear that our children need to be educated.  Our local school administrators should focus on putting more of the money that they already have from us in the classroom and eliminating the wasted spending.
