Money not an issue at Sun Metro

Our city council held another one of its special meetings February 8, 2015.

No video of the meeting appears to be on the city’s web site so we cannot see who said what.

One item on the agenda was to approve a contract extension with the company that manages our bus system.

According to the agenda our bus system manager was to make a presentation that included an evaluation of the contractor’s performance.  This slide shows the evaluation factors:

Noticeably absent is any measure of the financial effectiveness of our bus system and its contractor.  It is also interesting that they presented numbers about the number of complaints per 100,000 customers but did not present any information about complaints from people who are not customers.

They also were going to ask council for permission to add an assistant director for street car operations.  The street car construction project is being managed by the Camino Real Regional Mobility Authority (CRRMA).  Once the project is finished it is to be turned over to the city to operate.  That should be sometime in 2018.

In the meantime Sun Metro sought council’s approval of a new position–assistant director for street car operations.  This new person would be responsible for watching the CRRMA and making sure that they do things the way they are supposed to.  The cost will be $149,500 per year.

We don’t need to worry about the hiring process.  The bus system contractor already has someone that they want to fill the position.

Next we will probably hear about needing to hire someone to watch the watchers.

If things go as planned our county hospital only expects to lose $8.3 million next year.

We are reaching out to you, the other El Paso Bloggers (at least, the ones we could find email addresses for), with a proposal.  Early elections started today with the Primary on March 1st.  Let’s face it, election turn out in El Paso SUCKS! We thought it would be an interesting social experiment if all of us started to encourage our followers to vote.  Separately we address the things that we don’t like in El Paso, what if we all joined together (briefly) with one common purpose – to encourage the people of El Paso to get out and vote.  What if, for the next 2 weeks, we all posted blogs that talked about the candidates we liked, the candidates we don’t like, the races we’re interested in, always encouraging El Paso to vote?  

We think that, with each of our separate reaches, audiences, and writing styles that we could, possibly, affect some change.  Isn’t that why you started your blog?

Texans For Education Reform

The Times ran an article the other day that I read as criticism of Texans For Education Reform (TER).

While the article spent little time explaining what TER is up to they did seem to give special emphasis to what they think is wrong with the group.

The article even had subheadings like “Objections”, “Connections”, and “Replacement not, persuasion”.

They did explain that TER is a proponent of more charter schools.  One of the cited objections is that the charter schools use “public school money”.  It is true that charter schools get funding from the state.  How the money became “public school money” was not explained.

The article did not point out that charter schools do not get any of our local property taxes.  In EPISD local tax revenue accounts for about 35% of their revenue.

My point here is neither to endorse nor condemn charter schools.  From a financial perspective however for every student that attends a charter school the public schools are getting 35% of their normal per student revenue and are bearing zero percent of the cost of their education.

Five hour executive session

City council met in executive session for five hours the other day to discuss the financial advisor mess.

Why?

What could they possibly discuss for 5 hours?  Could it be that they took the opportunity to talk about some other things that they don’t want us to know?
